The Business & Regulatory Strategy Division is responsible for overseeing MMWEC’s activities with regard to regulatory matters, ISO New England markets and Regional Transmission Organization developments. In this role, the division is responsible for identifying and influencing, where possible, regulatory changes and their potential impacts on MMWEC’s generating assets and Member utilities’ power supplies. The division represents MMWEC and its Member utilities on the numerous NEPOOL and stakeholder committees with the objective of assuring that its Member utilities have competitive access to transmission and the various markets administered by ISO-NE .
FERC Activities
The Business & Regulatory Strategy Division is responsible for overseeing MMWEC’s involvement with issues before the Federal Energy Regulatory Commission (FERC). The division oversees MMWEC’s participation in various FERC administrative proceedings, including recommending to the MMWEC Board and the Membership the nature and extent of involvement to address excessive costs and adverse regulations.
Transmission Development
The division works to assure that Member utilities have cost-effective and reliable access to the regional transmission grid. It also is pursuing a more active role in improving local transmission systems and advocating for greater public power participation in transmission projects, including ownership.
NYPA
MMWEC staff in the Business and Regulatory Strategy Division also oversee MMWEC’s interests in contracts and agreements involving an allocation of power to Massachusetts from the New York Power Authority (NYPA).
Through an agreement with the state’s Department of Public Utilities, MMWEC administers the 53-megawatt Massachusetts allocation of inexpensive hydroelectric power from NYPA’s Niagara Project. This allocation is delivered to all 40 of the Massachusetts municipal utilities.
