MMWEC provides a variety of services to help municipal utilities develop and manage their power
resources to ensure that their power requirements are met as efficiently and economically as possible. Market
management staff possesses the power market expertise and experience needed to meet the diverse needs of
MMWEC’s member and project participant utilities. Some of these services are listed below.
Power Supply Forecasting and Planning
MMWEC provides services to forecast the power supply needs of its Member utilities and develop plans to meet those
needs. Typically, MMWEC conducts studies to determine the best available alternatives for meeting the aggregate
needs of its members, either through generation ownership, contract purchases, energy market purchases, or demand
management. By purchasing power resources in bulk and reselling those resources at cost to its members, the members
realize significant economies of scale in their power purchases.
Project & Contract Development
Once the Members have endorsed a plan to meet specific power supply needs, MMWEC develops power supply
projects and contracts to procure resources on behalf of its Member utilities. MMWEC has developed eight
formal Power Supply Projects through which it has purchased ownership interests in generating facilities.
The MMWEC-owned capacity in these facilities is resold at cost to participating municipal utilities.
Wholesale Power Market Services
These services enable municipal utilities to be effective participants in New England’s
wholesale electric power markets. In providing its wholesale power market services, MMWEC strives to make effective
participation in the marketplace as easy as possible for individual municipal utilities, a task that is evermore
challenging as electric industry restructuring expands the technical and other requirements of market participation.
Some of MMWEC’s wholesale market services include:
Bulk Power Cost Projections
Bulk Power Cost Projections are developed for each Member utility on an 18-month rolling basis. These
projections are updated monthly to reflect changes in market conditions. Included in these projections are forecasts
of projected load, Locational Marginal Pricing (LMP), price separation, and RMR, FCM, LFRM, transmission and ISO
expenses. Projected versus actual costs are posted to a password-protected website for Member utilities.
Transition Period/FCM Market Monitoring
MMWEC verifies each Member utility’s Unforced Capacity (UCAP) Requirement for the month. This
includes the submittal of GAD’s data, and UCAP Peak contributions; providing bids/offers into the ISO New
England future FCM auctions; the results are posted on the Members’ website.
Monthly Energy/UCAP Contract Review
All Energy and UCAP contracts must be entered and confirmed in the ISO SMD market system. Contracts
are only entered into the SMD market system for a six-month duration. MMWEC reviews these contracts monthly and
updates as needed.
NEPOOL Generation Information System (“GIS”) and Generating Availability Data
System (GADS)
MMWEC enters emissions data for Member systems’ renewable resources in the GIS. Transfer of
renewable certificates for Members’ resources is completed per their instruction. MMWEC collect and enters
GADS data for Member generating resources into the ISO database for Forced Outage Rate calculations in Capacity
Markets.
NYPA Scheduling
MMWEC performs monthly scheduling of New York Power Authority (NYPA) deliveries. This includes the
tagging, submitting and confirming of Internal Bilateral Transactions.
Tieflow
MMWEC conducts daily interrogation of substation, generation and customer meters and reports load
information to ISO-NE. As part of this service, MMWEC performs analysis of data accuracy, development of estimates,
tracking of meter testing and outages, customer interaction on metering issues, coordination with other utilities on
meter issues, and assistance with acquisition and replacement of meters. Ongoing maintenance of MV90 meter software
and database. Tieflow meter data also is available for display on the Members’ website once it has been stored
in the MMWEC database. |
