Resource Development

MMWEC is the Single Source for municipal utility resource development solutions, including engineering, permitting, contracting, financing, construction and operation of new generation projects.

Engineering

With a wide range of engineering expertise, MMWEC staff provides engineering and technical support for resource development, including code/regulation compliance, equipment life assessments, transmission capability, specification development, contractor oversight and dispatch support.

Permitting

Services include the engineering, environmental, and technical expertise required for permitting energy facilities, including power plants, pipelines and electric transmission facilities. MMWEC provides extensive environmental compliance services and support to Members in meeting various environmental and regulatory requirements.

MMWEC completed construction of a natural gas pipeline to serve the Stony Brook power plant.

Contracting

MMWEC develops various contracts to procure energy resources on behalf of its Member utilities. Power Supply Projects are established and utilities have the option of participating through Power Sales Agreements, Power Purchase Agreements and other contractual arrangements.

Financing Options

MMWEC possesses unique statutory authority to finance energy resources on behalf of its Members. A wide range of financial expertise and services enable Members to manage risk exposure in various financing vehicles, including tax-exempt bond issues, lines of credit, a pooled loan program and other financing options.

Construction & Operation

MMWEC operates and managed construction of the Stony Brook Energy Center and the Berkshire Wind Power Project Phases I and II. Services supporting these activities include planning project development strategies, preparing specifications, evaluating proposals, developing vendor contracts, permitting, regulatory compliance, construction management and asset registration with ISO New England. Staff also has the capability of managing and operating generation assets for Member utilities. MMWEC ensures that such facilities are constructed and operated economically, efficiently and in an environmentally responsible manner.
